CALL FOR TENDERS
SUBJECT
Interoperable Bridge Classification Project – Validation Phase.
REFERENCE
NATO Interoperable Bridge Classification Project / ESCD DAT POW (Emergency Security Challenges Division Defence Against Terrorism Programme of Work).
PURPOSE AND OBJECT OF THE CALL FOR TENDERS
The MILENG COE is issuing this Call for Tenders with a view to sourcing a contractor to support the validation phase of the project.
All Tenders will be treated as contractually binding for the Tenderer and the Tenderer shall consequently date and sign the documents required by MILENG COE below.
DURATION OF TENDER PROCEDURE
As this is a first tracking procedure, the Tender process starts at 5 OCTOBER 2016 and ends at 18 NOVEMBER 2016, lasting therefore for 45 calendar days.
ACCEPTANCE AND REJECTION OF TENDERS
There is no commitment on the part of the MILENG COE to accept any Tender or part thereof that is received in response to the Call for Tenders. The MILENG COE reserves the right:
- To accept Tenders with non-substantial defects;
- To reject Tenders received after the deadline for receipt of Tenders or tenders who meet exit criteria based on the Tender Specifications.
MODIFICATION OR CANCELLATION OF CALL FOR TENDERS
The MILENG COE reserves the right to modify or cancel all or part of the Call for Tenders, should the need arise, without having to justify its actions and without such action conferring any right to compensation on Tenderers.
DEADLINE SUBMISSION OF TENDERS
18 NOVEMBER 2016 10:00 AM
Tenders are not paid. No reimbursement of expenses related to the preparation of any Tender will be made by the MILENG COE.
REQUIRED DOCUMENTS TO BE FILLED AND SENT TOGETHER FOR TENDERS – one envelope containing the following:
Company Identification Form – use this format;
Declaration of honor with respect to the Exclusion Criteria and absence of conflict of interest – use this format;
Company Financial Identification – use this format;
Two sealed inner envelopes: one containing the details in accordance with the Quality (Technical/Design) criteria (see item 6.3.b / Tender specifications), and the second one containing the Financial Bid (see item 6.3.c / Tender specifications). Each of these 2 envelopes must clearly indicate the content ("Quality (Technical/Design) Bid ", and, respectively "Financial Bid").
This envelope should be marked as follows :
„CALL FOR TENDERS / MILENG COE / 18 NOVEMBER 2016. Not to be opened before 18.11.2016. In attention of Maj. Damian".
